Normally the licence category chosen for the Church Copyright Licence is based on the size of the whole congregation. We understand, however, that occasionally there are some situations where only a subset of the congregation will ever use the licence, such as for a youth mass at a Catholic Church.
If a church taking out a smaller licence on these grounds wishes to use CCLI covered material in any other Mass, they will need to take out an event licence, or upgrade their Church Copyright Licence to cover the entire congregation.
